PayPal Website Payments Standard - Return to Step 2 Payment

I have looked at most of the threads on this topic and can't seem to find what is causing my problem.

Problem: Place order on my site and after order is confirmed I am sent to Paypal. I am given the option of creating an account or using a credit card. After I enter cc information on Paypal I am redirected back to my website but step 2 Payment.

Order shows up in ZC normal

ZC 1.3.8
Business ID is primary email on paypal
PDT Token is ok
Return URL:https://www.myrhinestonefx.com/index.php?main_page=checkout_process

Any ideas would be appreciated.

Update to earlier post.

Test orders are showing as if they were processed normally, email confirmations sent, Paypal side is fine, and orders show in Super Orders. I ran the View Stuck Paypal Order report and all the orders showed up. Not sure what this means however.
