So I've reviewed my shipping modules, zone definitions (United States is the only one) and I believe that everything is ok and not affecting why the customer is looped back to continue shopping from the Paypal site (with Express Checkout). I've removed Express Checkout and attempted to install PP IPN with no success. Now the paypal button doesn't show, even after clicking checkout. In IPN the click on checkout brings you back to a continue shopping. Which makes me think this has nothing to do with PayPal.
I have another debug log... and I'm just plain tired, cranky and working in circles. So much appreciated if anyone can interpret what issues I may be overlooking. Setting up PayPal is typically not an issue for me so this is more than disgruntling.
