Different shippping for overseas customers

I have installed ZenCart on www.bollyretails.com
I wish to have 2 different shipping rates. One for domestic customers, who will be viewing in default currency INR, another for overseas customers, for whom, the amounts will be displayed in USD.

As of now, the currency conversion system simply converts the shipping rate for domestic customers, into USD.
Kindly help me out.

Thanks for the reply..
i researched more, and found the "cloning of shipping module". I did one for flat rate shipping, and made a separate shipping module for international orders.
But, I am not able to go further after installing, and setting values in it. Ermm.. totally messed up.
What to do next ?
