Shipping rates by total value?

I want to add something like this:

Value---------Shipping
$0.01-$9.99 = $3.25
$10.00-$24.99 = $6.00
$25.00$-$69.99 = $7.99
Over $70.00 = Free

Can someone give me a step by step how to do this?

Use the Table Rate shipping module, and choose Table Method = price.
