I have read that PayPal will not display a products description if they are a special offer item. Is this 100% correct or has there been a fix?

Your store is where your products are displayed. When working with Zen Cart, PayPal is simply the payment vehicle, and not your store, unlike the way eBay might work.
I'm not sure what "fix" you think is supposed to have been made to whatever "problem" you think exists?
