Ipn fatal error

HELP... I am using 1.3.8a w pdt installed. We were hacked about 3 weeks ago. Everything seemed to be back to normal but now these are the messages we get when a customer places a order. I did a test order and after paying for it at paypal it took me back to my website confirmation page, but there was no order number listed, nor was there any record in my admin that the order was placed...We did receive the money from PayPal.

This is the first of the debug emails:

Host Details = http://www.paypal.com:80 (0) Success

Trying again without specified protocol ...

Fourth Email:

IPN FATAL ERROR :: Could not establish fsockopen.
Host Details = www.paypal.com:80 (110) Connection timed out

ANY IDEAS??????

I know that we need to upgrade, and will soon, but we need to get this site up first!!
