Authorize customers manually but let them order prior?

Hey guys,

I need some more help here.

When a customer comes to my site, I want them to be able to make an account, add stuff to their cart and checkout/buy and item. But on the admin side I want to verify the account manually before the order is physically processed.

I keep changing the account settings and it will not let the customer see the prices or checkout if I have to verify the account.

We run cards by hand, so basically for new customers we want them to be able to sign up and but but on our end say pending until we can call them and talk, then set their account to active (green) after that. So full functionality on their end but for admin we need to manually activate new customers.
