There is probably no bespoke module for your shipper - so you will have to build one, or adapt an existing module to meet the shipping configurations of the shipper.

The following module: ZONETABLES would probably meet your needs:

REMEMBER... first set up all ZONES, before you install this module. You will have problems if you try to add new zones after installing the module.
