overseas shipping calculating incorrectly

I was hoping that upgrading to 1.3.9h would cure the incorrect shipping calculation problems that I was seeing. My overseas shipments are showing outrageous shipping charges, sometimes 2 or 3 X the actual costs. This seems to be a relatively recent problem, beginning a month or two before the most recent upgrades.

I've checked the shipping modules and product weights. No problems seen.

Anyone know why this is happening? I've seen a precipitous drop in overseas sales along with this problem!!

What shipping modules are you using?

What are your settings in the Configuration ... Shipping/Packaging?

What is the weight that you are testing?

I use Freeshipper, USPS, and UPS.

A common error is shipping from Indiana, zip 47620 to Australia.

Weights vary, but generally are about 1 to 3 pounds.

My store estimates a 1 pound shipment at about $100 for UPS and USPS doesn't calculate at all.

Using the USPS website gives about $30 and UPS website says $80

Tare: 75:0
On small Packages you are adding 75% to the weight ...

Tare: 10:2
On large Packages you are adding 10% plus 2lbs ...
