How do I show surcharge as fee not as total shipping?

Is there a way for the shipping to show a shipping fee, and a surcharge fee. With large orders I have free shipping, but this does not show.
For example: Shipping to Canada is a $10 surcharge with flat rate of $10 It shows that shipping that the zone rate is $20.00
Any ideas?

You might be able to customise the Low Order Fee (Zen Cart Admin > Modules > Order Total)

This allows you to add a surcharge (flat fee or percentage) to orders. You can also set it to kick in at a certain total value.

It is possible to select local, international, or both for the fee. This might suit what you want to do. Otherwise it would need to be customized to check for the location first.

kdays is correct, you should use ot_total module Low Order Fee

but you may need to change the text description according to your business
