Admin won't update when changes are made

My client cannot make changes through admin.

When a change is selected in any module and the update button is pushed, the change will not be saved.

We have been having trouble for a while with everything slowing down, so don't know if this is related.

Also, when hovering over a top menu item, the drop-down doesn't hold when I try to select one of the options.

Is there something that has filled up that I need to clear?

Zen Cart 1.3.8a - on GoDaddy (they recommended moving to a distributed(?) hosting to help the slowness)
Site is not customized.
Looked through FAQ +forum lots! Maybe I don't the right keywords.

Have you checked the folder/file permission in server?

If you are using zencart 1.38a annd GoDaddy is running php 5.3, need to add zencart released patch to zencart install
