But, you could upload the file to someplace on your server that you don't mind the whole world seeing, and just put a link to it inside your product description text, and they can just click the link to download.

What exactly do you mean by "legitimate"? And how do you propose verifying it with absolute 100% certainty without actually sending an email to them?
And, if you intend to do that before you let them actually buy anything, how many customers will just leave instead of buying?
What exactly is the "business problem" you're trying to solve by asking your question?

Thanks for answering, I was really hoping it would be you...lol Actually I did not think there was and am prepared to make an external downloads area to ez-page link to...lol But just needed it confirmed

well this is partly to do with the first in just wanting it confirmed but the problem is my partners just noticed how there can be bogus customer names and emails and still allowed to download---normally not a bad thing--to me anyway cause sometimes they actually buy something too.
but in this case what instigated the issue is a bougs name/email and most info of the registrant that ordere 1 item checked out then proceeded to get other freebies--- 1 at a time---right after the last checkout...lol
happens now and then---few and far between to me but as I said the partners are provoked. I told them the same thing that some just want anonimity and this ensures their getting it---although we still get their ip for if they should decide to spam. And doing something different may lose us more customers than our having instability host issues already did.:shocking:
