Blank Checkout page

I just finished upgrading from 1.3.8 ti 1.3.9h. everything worked in the development directory, but now that I have moved everything to the main directory, the checkout page is coming up blank. I checked the error logs in the cache folder and this is what it says:

In addition to this I am getting an apache error:

Well, I fixed the first issue. I didn't realize that I would have to reinstall the shipping and payment modules again. The second bit of errors I have sent a message to the host about.
