zone_name instead of zone_code?

zone_name instead of zone_code?

on create_account page, the zone dropdown shows zone_name, but after the information saved, it displays zone_code on address_book page, checkout_shipping page, checkout_payment page and order confirmation email:
NY, 00000, United States

i want the address above to displays as: New York, 00000, United States

what do i get it?

the zone display is designed for usa, zone_code, country_name is ok like (NY, United States), but for some other countries, zone_code are numbers, then the address in customer's account and in confirmation email displays as
9, country_name
what do i show it as zone_name, country_name?
