Need Help ASAP Please and thanks

I have had a problems for weeks, and I am not sure why. I have not changed any of my paypal payment information, I have not changed any of my shipping information but when customers whom have an international address which half of my customers do when they get to checkout it says it cannot ship to that address.

I have a site that offers downloadable products so I do not do any shipping and for years I have had no problems I have my shipping settings set to FREE shipping options but now my international customers are running into this error and cannot order from my site

Unable to process payment. Please contact merchant as the shipping address provided by the merchant is invalid and your order must be shipped to that address

and I have contacted Paypal they say the problem is not on their end so I am clueless and losing ALOT of business Thanks

What version of Zen Cart are you using? Which PayPal service are you using?

Sorry my version is 1.3.9 h and I am using the PayPal Website Payments Standard - IPN that is the payment method I have used for the last four years and I havent changed anything Thanks Angie

What shipping modules do you have that have a green dot by them(installed)??

admin > modules > shipping

i have the second and third ones FREE SHIPPING and FREE SHIPPING OPTIONS

Does this happen with any particular Products or Addresses? :unsure:

No no particular product I have had several international customers whom have had diffrent items in their cart and they all the get the same message

Do you have any Zones set on your Shipping modules?

Can you reproduce this problem with any particular Product or Address?

The two most recent customers each had diffrent items in their cart one was from Singapore and one was from Iceland and I have NO shipping zones picked out on either of my free shipping methods if this helps

I have made addresses for Australia, Singapore and Iceland and have no problem on the checkout_shipping page ... :unsure:

If you go to any of these Customer Accounts in your Zen Cart Admin and do an Edit and Update do you get any errors?
