setting different shipping cost for an item by different states.

Hi,
I am using zencart 1.3.9. h. I want to ship an item to different states within my country. So I want to apply the different shipping price by state for a same item. for example i want to add shipping charge to florida for $10, boston for $15, California for $ 18.

So is this possible on zencart?
