Checkout questions

Hi, Sorry a couple of quick checkout questions for a bit of a newbie here:

1. In admin – tools – define pages editor, I am having trouble changing the define successful checkout message. It says I don’t have permission?

Error: I can not write to this file. Please set the right user permissions on: /var/www/vhosts/MYSITE.com/httpdocs/includes/languages/english/html_includes/classic/define_checkout_success.php

I got the site built through a web design company and can change all of the other text apart from this.

2. When adding items I started putting all of the items in the taxable good class. I don’t need it as here in Australia I have included tax in the selling price already. It’s now adding extra gst onto the items in final checkout. Is there anyway to disable/turn off the tax calculator in final checkout, rather than have to go back and turn this button off on each item individually?

Any help anyone could give me would be great.
