Any Help? Condition of Use shows incorrectly!

Any Help? Condition of Use shows incorrectly!

I have done:

admin > config > Define Page Status > Define Conditions of Use > is set to "1"

tools->define page editor ->I edited the codition of use and saved.

However, the condition of use page shows blank except a 0 on the first line. All other define pages like shipping, contact us, etc show up correctly.

Can anybody help me ?

or is there anyway to change the link at check out ?

In The final step of the check out I need my customers to agree condition of use. " The terms and conditions can be read here." now the "here" links to define page, but I made a ez page and want the it link over here. Is there any way that I can make the modification?
