SETTING FLAT RATE SHIPPING one local rate, one international

I need help, I'm clueless to this zencart program, other than I was able to add items, and I guess paypal is working. I know how to set the shipping amount in the flat rate module, I want to be able to set my shipping for all U.S. orders to $2.99 flat rate, and for the international orders $13.25. How do I add the international rate, it only has a spot for one rate....?????

You will actually need to 'clone' your U.S. Flat Rate, then edit it to become International Flat Rate.

You can find better details about this HERE and HERE. I think the second link better describes the process.

Hope this helps.
