HTML Emails in another language become TEXT

Server OS: Linux 2.6.35.8-nx
Database: MySQL 4.1.22-standard-log
HTTP Server: Apache/2
PHP Version: 5.2.17 (Zend: 2.2.0)
Zen Cart 1.3.9h

I can send HTML emails, coupons, newsletters from English Admin but when I try to send from Japanese Admin they only go in TEXT. What is missing on the Japanese side?

You probably don't have a japanese version of your email templates, ie: /email/jp/
