IE9 Developer Tools HTML1113: Document mode restart from Quirks to IE9 Standards

Here's one for the nit-pickers.

While investigating an IE issue and using the Developer Tools->Script->Console I came across this error message as I logged in and out:
HTML1113: Document mode restart from Quirks to IE9 Standards
(Same in a vanilla install).

The reported document mode never changes from IE9 so I wonder if its an IE Developer tools issue.
