shipping rates for zones per item

See a post below, i understand all this, but how do we then set this for different zones ?

Table Rates is setup for how much based on the number of Items, Shipping Weight or the Order Total ...

The settings are not how much to add together, but how much to charge for that setting ...

If you want to charge $5.00 for the first item then $2.50 after that, use the Item Rate item shipping module and set the Handling to 2.50 and the Unit Rate to 2.50 ...

Based on what you are describing you would want to use Item Rate item and build a Zone Definition for it ...

Then, for each different Zone Definition, you would want to clone the Item Rate item shipping module ...

Do a search on:
clone item
clone flat

for examples of how to do this ...
