Logo not displaying

I am trying to change my logo and for some reason it will not display. I go into the includes/templates/template_default/common/tpl_header.php and try to remove the arrows where I removed it and when I hit save nothing happens and it goes back to the arrow with ! like this <!-- any suggestions?

Have you checked file permissions?

make sure that you have permission to edit files.

if you dont have appropriate permission then it will not save the edits
