Customizing the CAT TAB header area ?

So I want to customize the area used for the tpl_modules_categories_tabs.php file.
(I have the categories turned off via Admin) IE the area just under the Header image.

I want to move the "Welcome Guest! Would you like to log yourself in?" to this area and also change the background color of it. (found the text color controls)

NOPE
That isnt what I am aksing to do. That is to change the wording etc. I want to move it to a specific location. That location being the one I stated above.
Said area controls are where? Is the question.
