Free shipping option for US does not work for NY

Free shipping option for US has been working without any problem until V1.3.9h installed. I live in California, NY orders are being charged for shipping for orders >= $100, but most of other states are fine.

How do I fix this problem?

An other question is
Is Paypal set up in the new version to take credit cards even the buyer select to pay by credit card? CC module is not set up currently on the website.

On the Modules ... Shipping ... Free Shipping Options freeoptions ... do you have a Zone set on that?

If you have a Zone set and look at the Zone Definition and click on Details ... is New York in the list?

The zone is set to US under the free shipping option. There are two options in this box: CA and US.

Under Locations/taxes//zones, NY is included. Is that what you mean?

We set the website to accept paypal only, without cc module installed. Does paypal automatically process CC charges for non-paypal users?

Look in the Locations / Taxes ... Zones Definitions ... and click on you Zone Definition for the US Zone Definition that you created and click on DETAILS ...

Do you have all of the States and DC in there?

Is New York in there?

I redefined the entire US zone, manually adding 48 states and DC. It seems to work now. Thank you!
