Shipping Zones definition?

This'll prob sound kinda dumb. Whats the concept behind shipping zones? Tax zones seems pretty straight forward, as they generally seem to follow location, ie prov/state & city. Is they're a good doc I could read somewhere or a link or something? (Ya, I looked on the wiki. <Smile>)

Mainly they're so you can set up different shipping tables for different countries:
