Changing Zone Alaska/Hawaii belong to

I am running v1.3.9f

I am having an issue changing the zone that 2 US states are in.

I go to locations/taxes, then click on zone definitions. I see the 2 zones I have created - USA & the Rest of World. Obviously, all 50 US states are in the USA zone, and all other countries are in the "Rest of World" zone. My dilemma is to change Alaska and Hawaii to the "Rest of the World" zone. The reason I want to do this is so Alaska and Hawaii have their shipping calculated, and not receive the flat rate the continental USA does. I have tried clicking on the USA zone, then clicking the "edit" button, then clicking on "Alaska" and clicking the edit button again, but I can change only the country it's in, which I don't want to do. Am I missing something obvious?

you need to select all 50 states manual in your usa zone details.

rest 2 states will automatically considered outside usa zone and act as rest of the world.
