Can not get into the admin area - Windows 7 Ultimate + Xampp

I just installed the latest version of Zen Cart on my computer which is running Windows 7 Ultimate along with xammp. I can not get into the admin and do not under where the changes are for the config.php and admin folder.

Please help

admin > includes > configure.php & includes > configure.php . be sure they have the correct permissions when you FTP the updated files or else it will not update. what error are you getting when trying to access the admin area?
