Table Rate Surcharge Based on Zone

I use Table Rate Shipping for one of my shipping options. I'd like to set it up so that the Table Rates are adjusted based on zone. I need to add code so that for the lowest table rate adds a certain amount if the shipping location is in 1 specified zone.

I'm assuming what I need is something in the file along the lines of:

If zone = XYZ then add $4 to shipping cost else add $0.

Anyone think they can easily tackle this? I would think the only hard part is making it apply only to the first table values.

P.S. Let me know if this sounds like one for a hired programmer.

Could you clone the Table Rate shipping and set up one for the one Zone and another for all the other Zones and set different handling fees for them?
