Shipment methods for certain items

Let us say I am selling t-shirts and shorts. Is there a way to show a flat rate if someone orders three t-shirts or two shorts, but hide this flat rate is anyone orders something else (like one t-shirt or four shorts)?

It'll need some custom coding, but yes, it is possible.
