Payment modules sort order not working

Just a post for the search engines as I did not find this answer easily.

The sort orders must be all 0 or all non-zero and unique for enabled modules: if one is zero then the sorting will not work on the payment options page.

I'm confused by this post. Is the payment module's sort working as described or not?
I found this because the sort does not appear to be working for me.
3 payment options enabled. Invoice 1, creditcard 2, moneyorder 3. The creditcard option is always listed first when I want the invoice option first.
Insights welcomed.

On a hunch I swapped creditcard and moneyorder sortorder. It worked!?
