Coupon Management Doesn't Work

Using ZC 1.3.9F.
Coupon Management:
Shows Active, inactive and all.
In inactive and all it is impossible to delete old coupons, why is that? Go through the motions, select coupon, select "delete" then "confirm" and it doesn't take it out.

Issue 2: Had an older coupon that was working fine. Now all of a sudden, for no known reason, when customer attempts to use it, they get error, "the coupon can only be used 2 times" and so it rejects letting customer get the discount for that coupon name. Why is this?

Coupon Management seems a bit goofy. Can anyone help?

What are the settings on the Discount Coupon that you see in the right hand panel?

See attached, this is a list of "inactive" the ones I cannot delete.
I'm seeing coupon name, coupon amount, start date, end date, uses per coupon (2) Uses per customer (2) date created and modified. Thanks

Right on the Discount Coupon it says limit to 2 per customer and 2 per coupon ... so that is you limit ...

Discount Coupons do not fully delete to prevent the Discount Code from being reused ...

You can copy the Discount Coupon and make a new code but you cannot reuse the old code once it has been set to deactive ...

Okay, thank you. I understand.
However, the limit of 2 and 2 means it should work up to that limit, correct? It does not. New customers attempting to use the coupon get the message "limit to 2 uses" or something like that, and they cannot use it even one time. Why is that?

The limit of 2 per Coupon and 2 per Customer means ...

If Bob uses the Coupon, that is 1 time for Bob ...

If Ted uses the Coupon, that is 1 time for Ted ...

But ... now the Coupon has been used 2 times for the:
Uses per Coupon 2

so the Coupon cannot be used by anyone as it has been used twice ...

So, I need to set uses to say 100 and customer uses to 2? Would that then allow others to use?
