Help! Taxes not totaling in checkout page

I need help please!
I have looked over every forum possible and as far as I see I have done everything correct without resolve.

I need my tax on products to be added during the checkout process, not in the actual product price.

When I change admin>config>display prices with tax to yes, it adds it into the price and thats exactly what I dont want.
I want the tax added at checkout.

Here are what my settings are currently to assist:

1. My store settings for these are set to?

Admin->Configuration->My Store
a. Country/Zone - United States, Minnesota
b. Basis of Product tax - Store
c. Basis of shipping tax - Store
d. Display Prices With Tax - FALSE (had it at yes)
e. Display Prices With Tax-Admin - FALSE

2. What Zone Definitions have I created?

Admin->Locations/Taxes->Zones Definitions
Minnesota local sales tax

3. Inside each of those zone definitions, what country/zone combinations have been selected?

Admin->Locations/Taxes->Zones Definitions
United states, Minnesota

4. What tax classes do I have?

Admin->Locations/Taxes->Tax Classes
Taxable goods

5. What tax rates have I created?

Admin->Locations/Taxes->Tax Rates
Minnesota tax rate 7.2%

6. What tax class have you associated with your products?**

Admin->Catalog->Categories/Products->
Taxable goods

**7. What tax class have you associated with each of your shipping modules?

Taxable goods

Other things you should know:

admin>locations/taxes>Tax classes>My tax class ID has been set to 1

admin>my store>sales tax display status>Set to 1

All of my products are and continue to be listed as taxable goods.

I have already tried changing the templates.

My zones are set on green (completed)

I am using version v1.3.9h

What am I doing wrong?

I did that already, I should have included it in my post/question.
I have tried all 3 options: shipping, store & billing. Still with no change or resolve.
It is still not totaling any taxes on my checkout page on my site.
Any other information will be helpful, I have tried everything!!

Admin->Modules->Order Total->ot_tax ... is this enabled? If not, why?
All the settings in that screen should almost always be left at their defaults.

Yes. The ot_tax is enabled and nothing has been changed on that page.
I also changed my ta location back to shipping again on both but still no resolve.
My checkout page reads:

     Unit           Total
$16.95 	$16.95 	

I would like the total to include the tax.

I just uploaded a new template & it's still not working.
I really don't understand why this seems to be an issue for many users and looking through the hundreds of questions regarding this issue, I tried every single solution and it's still not working.
I am so confused, everything looks right, I followed all tutorials to set up the taxes in the first place.

Go to the Locations/Taxes ... Tax Rates ... and click on your tax for Minnesota tax rate 7.2% and click edit ...

What exactly do you have set for each of the settings?

What color is the dot beside that zone definition? Yellow or Green or Red?

And are you using a Minnesota address as the Shipping address in your checkout?

Yes, My colors are both green on everything (shipping) which means it's set up correctly.

My tax is set as 7.2 for Minnesota as described in my first posting.

Every tutorial I have gone through states I have done the exact right thing, however no change, and still no tax added on checkout page.

Just because it is broken ... fix your stylesheet.css to include:

.hiddenField {
display: none;
}
.visibleField {
display: inline;
}

Tax is working fine ... you appear to have it set to 6.5% ... you will see in the check out on the checkout_payment the tax when the shipping address matches the Zone ...

MN TAX 6.5: $0.84
Total: $18.94

See if after you fix the missing classes to your stylesheet if you edit your address you can fix it if the address is bad ...
