shipping with coupon.

I"m wondering if there is an option somewhere that I can't find to turn this off. I have a customer trying to use a $30 coupon. She has $19 worth of goods in her cart, added shipping for $10, and then when she applies the coupon it tells her that she still owes for the shipping but I want the coupon the cover the shipping cost in this case.

Can anybody help?

Go to the Module ... Order Total ... and click on Discount Coupon ot_coupon and click EDIT ...

Turn on the Include Shipping ...
