Can't solve Cookie Usage issue after checkout

I have upgraded to 1.3.9h from d and had some issues, I feel those are solved escept one.

After I have clicked on checkout when I have filled in my CC info, I get thrown back to the Cookie Usage page and it shouldn't be going there.

I think the Cookie Usage problem may be coming from the payment gateway as the ending URL on the cookie usage page is gateway/transact.dll

Does anyone have a solution to this?

I had read in another post that the spiders.txt file may have something to do with it with regard to "seosearch" and "search" within the text file.

I really need to get this solved and any help would be great!

Just an update:

My client say that they are only receiving the payment notification from Authorize.net but the order itself is not showing up in the admin section of Zen Cart and hasn't since the upgrade.

The rest of the stores functionality seems to be working up to final checkout.

the final URL I see when I am shot back to the Cookie Usage Page is:

https://www.gatorgalspecialties.com/gateway/transact.dll

There are no errors during the process prior to this point.

Any suggestions would be great, at this point I'm flying blind and not sure what else I can do.
