Restricting product types from being sold out of state

Have a bit of a tough request here, hopefully someone can shed some light on how to resolve this, or supply with a solution they have found. We are running 1.39h on a client's site, which they sell wine and other products on, and they have requested a restriction be placed at check out so that if any wine is in the cart, and the user is trying to ship to any state beside NY, they are not allowed to order the product. Any other products they sell will be free of this restriction though. I assume someone else must have run into this before...looking forward to hearing what kind of workarounds you have found! Upon further review of my initial post, I realize it may be a bit confusing.

Example: Customer wants to purchase 2 bottles of wine and an event ticket. He lives in New Jersey. Upon checkout/shipping, he is notified that his only option for the wine is "in store pickup" as they are not allowed to ship out of state. If he wanted, he could add a shipping address in New York and be allowed to purchase the wine, and ship it to the new address.
