Zones for USA only

So was looking at this https://www.zen-cart.com/tutorials/index.php?article=409 and have a question. Do i literally just copy where it says create a zone for the continental usa and DC and paste it in the sql patch? Just seemed so simple.

And the other question is, is there a way for me set up a system that anyone outside the USA would need to email for pricing other than me writing it in the shipping information section. Everything on my website is free shipping so obviously that would not be the case outside the USA.

Or if I only put the zone above for the USA does that mean anyone else who tries to buy something will not be able to process their order?

If you want just the US 48 States plus DC, then you can use that ...

If you want all 50 States and DC, then do that and add Alaska and Hawaii ...
