Order Cancellation Fee

Greetings All!
I call myself searching everywhere for help with the following:

Is there a way that I could apply a fee on a customer's account for cancellations?
Customers have 30 minutes to cancel their order before it is processed. How could I apply a $5 cancellation fee to their account?

Not sure how you see this working. I create an order, then cancel it within 15 minutes. When would you charge me the $5 and why would I pay it ?

i think super orders has a restocking fee, couldnt you use this to charge on cancellation?

I'm not how it's done in the USA, but in THe Netherlands people have the right (by law) to cancel any transaction within 14 days. You don't need any reason for it and the shop owner has to refund the amount on the invoice, the only thing he doesn't have to refund are shipping costs.

Think something like that would be really bad move, it would certainly put me of using a store with that policy.
