Paypal Express Errror 13113 Buyer Cannot Pay

I've gotten three emails in the last 24 hours stating

13113 Buyer Cannot Pay. - The Buyer cannot pay with PayPal for this Transaction.

The emails are sent from my zencart account to me.

I've searched the forum and the web for Paypal error 13113 and I find no information on it. Can someone clue me in? Is this something to worry about?

I am running 9h version of zencart, fully updated.

What is the item they are trying to purchase?

One of my customer got this same error today.
He was trying to purchase the regular items on the website.
Any heads on what is this ??

You need to contact PayPal and report the problem. They can look at the transaction and determine why they chose to deny that customer from using PayPal.

Same thing happened here- I wonder if it's some crawling bot, spam, etc that triggers the paypal error. It seems to be suddenly hitting us all at the same time, and I didn't have any customers write to say that they couldn't buy their stuff. They're usually pretty quick to shout if they see something they don't like.

What PayPal said:

13113: Buyer Cannot Pay or Buyer cannot pay with PayPal for this transaction.

This error message is received when the buyer's credit card or funding source is denied or when their account is unable to make a payment due to a limitation. If the buyer contacts you in regards to this error, please feel free to have them contact PayPal for further assistance.
