german language charset in php... editing php files

Hello!
I am not sure how to edit the php files we need to change, for foreign languages.... especially the accent marks we use barebones edit but when when we use the standard that we have been using for defining the accent marks in html &eagrave; etc we get php crashes... is there a trick to this?

for example "CVV Kartenprüfwert" is written as "CCV Kartenpr¸fwert" in another php file, where can I find a chart for the accent marks that has this kind of markup?

I am guessing the normal way of encoding for a an accent marks in php is different than the normal way in html. but i need to know where to find the right way to do it.
