Shipping and payment questions

I would like to know what the best way to add 3% to all orders paid with a bank card?

Would I also use shipping by weight, and add the amount to every item?

Please inform, Thanks

I haven't used either, and wouldn't. Adding such a surcharge may be a violation of your agreement with the credit card processors if your store is in the US.
