Free shipping to USA

I have "Free shipping" for a customer who's located in the US,
I want to take it off and charge EVERY buy a 5$ flat rate.

How do I take off this free shipping within the US ?

Check and see if you turned Free Shipping on in the Modules ... Order Totals ... Shipping ot_shipping ... and set it to disabled ...
