Free Shipping Options not working with zones

You have a few things going on that makes this not work the way you are describing you need it to ...

1 You appear to have marked all Products as Always Free Shipping ... this means ALL Products marked as Always Free Shipping are Free shipping to everyone ...

2 You have set up the Modules ... Order Totals ... Shipping ot_shipping as Free Shipping on orders of 0.00 for National ... this gives everyone in the US Free Shipping ... so there isn't really a need for the Free Shipping Options freeoptions as that is overridden by the Shipping setting ...

If you just want the Free Shipping icon on your Products for the US you would be better off customizing your template tpl_product_info_display.php where the code says:

so that the icon shows on all products ...

to always show the free shipping icon, after you change it to something for Free Shipping US ...

Then mark your Products as:

Always Free Shipping: No, Normal Shipping Rules

so that they work with the other shipping modules, such as USPS ...

Then, anyone in the Zone Definition DETAILS for:
Rest of the world shipping

will see the USPS shipping module ...

it has your name on it...is this the one in 'cherry zen'?

You should be using your templates and overrides ...

You will have to see what code is in your file:
tpl_product_info_display.php

If you do not have one in your templates and overrides directory, then you should make a copy of the file to make your changes to it ...

do I remove 'freeshipper' also?

I entered estimated shipping to Australia..and it still is not listing shipping............

I believe you need to call USPS and activate your USPS Web Tools User ID for the Production server ...

I showed you the FAQs where you can build a Zone Definition for the Rest of the World ... scroll back ... so if you want EVERYONE except the US to be able to use USPS then you need to build a complete Zone Definition with all of the DETAILS ...

To change ALL of your Products from:

Always Free Shipping: Yes, Always Free Shipping

to be:

Always Free Shipping: No, Normal Shipping Rules

You can run this in the Tools ... Install SQL Patches ... to change ALL Products to NOT be Always Free Shipping and to be Normal Shipping rules:

UPDATE products SET product_is_always_free_shipping=0;

You started to make a Zone Definition for Rest of the World ... it is not complete ...

The post you need to run is the one I made which will build you the whole Rest of the World with 242 countries in it ... I do not see that you have done this ...

NOTE: your Zone for California has the settings in the DETAILS of:
Country: United States
Zones: All Zones

so that means you are charging Tax to ALL people in the Country United States ... perhaps you only want to charge those in California instead ... :unsure:

You might also edit your Tax Rate and set to Priority 1 rather than 0 ...
