50c test purchase wants to charge $3?

Hi I am testing out paypal and the paypal windows indicated that this was to be a 50c purchase, all good, but zencart tells me the best thing to do is pay $3??

Upon nearing completion of the test transaction it does appear to want to charge me $3. What am I missing?

That's because you have your site configured to charge $2.50 for shipping.
