So far all of my attempts have worked ...
What shipping methods are you using and what are you Sort Orders?

I have Fed-Ex, Pick up and Zone Rate setup. I set Zone Rate with sort order 0, Fed-Ex is 5 and Pick up is 10.
The checkout page will only show Fed-Ex first, Pick Up second and Zone rate last (seems to be the same as the module install order).

Try giving a value to all of the Shipping modules you are using in the order that you want them used ...

The Sort Orders, when set as unique values, all sort in the assigned values ...
Are you able to do a screen shot of what you see now on your Modules ... Shipping ...

Please change the Zone Rate Sort Order to 2 and see if that works better for you ...

wow that worked, but why? Sort index 0 works for all other fields, why not shipping. Either way, thank you very much for the help. Happy holidays!

When you use 1 Sort Order, you need to apply a valid Sort Order for ALL modules so they can work properly ...
