Admin Not saving and products not adding to cart

I've looked around a bit and haven't able to fix these two issue which I'm not sure if they are related or not.

I'm switching my already setup (not by me) zen cart 1.3.9h from one server to a new server. The new server is dreamhost.

There's two issues:

I can login to admin but none of the settings are saving. When I hit save it automatically takes me back the front page of the admin area and when I check the setting it hasn't changed to what I set it to. It stays at the same setting.

Also when trying to add a product to the cart to purchase the cart stays at "your shopping cart is empty". It doesn't add the products.

I know that the database is connecting as the site is fully there with all the products and the admin section is fine for the database as it allows me to login to the site fine.

SSL seems to be working fine on the site as it's set to use SSL for admin login.

I've tried the htaccess fix for Suhosin which dreamhost told me that they have installed but still no luck...
