Sales Tax is not displaying...please help!!

Sales Tax is not displaying...please help!!

TAX DISPLAY PROBLEM!
The taxes are not showing on the confirmation - sub total pages
I have it configured as follows
tax decimal places 0
display prices with tax false
display prices with tax in admin false
basis of product tax shipping
basis of shipping tax shipping
sales tax display status 1
show split tax lines false

locations/taxes
tax rates
class = taxable goods
zone = new jersey
tax rate 7%
priorty = 1

zone defs =
zone name new jersey
zone desc
new jersey local sales tax zone

I configured the store exactly as it was before but the tax no longer shows.
I was using: v1.3.9e
Any ideas I am really stuck on this? PLEASE HELP!!!
