Additional Add to Cart Button if lots of Attributes

Hi

Can anyone tell me how to add an extra Add to Cart button down at the bottom of the page which will only show IF there are attributes?

Also can anyone tell me why the first attribute I have listed has a bigger font title than the second (equally important) attribute name?
