navSuppWrapper

how and where could i ad a box with text to the footer of my pages, maybe in the navSuppWrapper area, (that is what I have now at the bottom of my source page)
(example of what I mean is this picture, and this would be under my products just above my copyright@...)

This is what I am talking about, I kind of want it to look like this, although this is not my home page but a page I run tests on and the box shown is just a test and not the final color or with the final text. and this test page is in html and not in my shopping cart, so it is just so i can see what things may look like before I do changes to my cart. and on my cart this would be after the featured and special products that are on my cart but not on this test page.
