unclear as how to make a particular side box banner stay permanent or static?

Right now, you have at least two (Facebook and Twitter) banners set to display in that box. Just remove the one you don't want from the Banner Manager.

If you want both the fb link and the micrometer image at the same time, you need to put one of them in a different sidebox. If there is not another banner sidebox available (there should be), the easiest might be to put the micrometer in a Blank Sidebox (from Free Addons).

No, it is a standard sidebox. Activate it in Tools > Layout Boxes Controller.
You will need to edit one of the blank sidebox files to put the image code in it. The mod's instructions tell you how to add content.
